The Independent Counsel law expired Wednesday,
June 30, 1999. First passed in 1978, the act was designed to
deal with the inherent conflict of interest that an attorney
general has in investigating or
prosecuting high-ranking government officials.
Senate Governmental Affairs Committee Chairman Fred Thompson
(R-TN) and Ranking Member Joseph Lieberman (D-CT) have held
several hearings on the future of the Independent Counsel Act.
As a result, several members of the Committee have offered their
proposals on how to improve, change or maintain the Act.
