S.
93, the Budget Enforcement Act of 1999,
was introduced on January 19, 1999 by Senator Domenici.
The bill contains five different budget process
reforms:

Biennial
Budgeting and Appropriations. (This section
reflects the text of S. 92, as introduced)
-
Emergency
spending reforms. (S. 557, as reported by the
Governmental Affairs Committee, is a modified
version of this section.)

Clarifying
changes to pay-as-you-go budget rules. This
section modified the pay-as-you-go rules to make
clear that on-budget surpluses can be used to
offset the cost of tax cuts or direct spending
increases.

Government
Shutdown Prevention Act. (S. 558, as reported by
the Governmental Affairs Committee, is the text of
this section.)

Streamlining
debate and consideration of budget legislation in
the Senate. This section eliminates the
"vote-a-thon" at the end of
consideration of budget resolutions and
reconciliations bills. Further, the legislation
reduces the time for debate on the budget
resolution from 50 hours to 30 hours. The section
would also make sense of the Senate amendments on
budget resolutions and reconciliation bills
nongermane.
