Mr. William M. Cowan, from the Commonwealth of Massachusetts, called the Senate to order at 9:30 a.m., the Chaplain offered a prayer, and Mr. Cowan led the Senate in reciting the Pledge of Allegiance to the Flag of the United States of America.

S. 649 (Sen. Reid): To ensure that all individuals who should be prohibited from buying a firearm are listed in the national instant criminal background check system and require a background check for every firearm sale, and for other purposes.

S.Res. 95 (Sen. Isakson): A resolution recognizing linemen, the profession of linemen, the contributions of these brave men and women who protect the public safety, and expressing support for the designation of April 18, 2013, as National Lineman Appreciation Day.
