Mrs. Shelley Moore Capito, from the State of West Virginia,
called the Senate to order at 12 noon, the Rabbi Barry Block, leader of
the Congregation B'nai Israel in Little Rock, Arkansas offered a prayer,
and Mrs. Capito led the Senate in reciting the Pledge of Allegiance to
the Flag of the United States of America.
