Claiborne Pell of Rhode Island

Senator Claiborne Pell sponsored the law establishing the National Endowment for the Arts and the National Endowment for the Humanities. He was also largely responsible for the creation "Basic Educational Opportunity Grants," which later were renamed Pell Grants.
