The Republican National Committee created the Grass Roots Organization of Women (GROW) program in 1963. Its goal was to expand support for the party before the 1964 election, primarily by recruiting members and registering voters from the estimated 22.5 million women who did not vote in 1960. Two of GROW's slogans"Greater Responsibilities of Women" and "Genuine Republican Opportunities for Women"are printed on the pencil.
