Virginia Plan, 1787

The Virginia delegation to the Constitutional Convention were the first to arrive in Philadelphia in May 1787. James Madison drafted a plan for a new federal government, which included a bicameral legislature, and Edmund Randolph introduced it to the Convention on May 29.
