Statement of Senator Mike Mansfield to Democratic Senators, April 7, 1964


On April 4, 1964, the managers of the Civil Rights Act failed to muster a majority for a quorum call. In a meeting a few days later, Majority Leader Mike Mansfield (D-MT) reproached his colleagues--many of whom supported the legislation--for their absence.
