The Honorable Joseph R. Biden Jr., Vice President of the United States and President of the Senate, called the Senate to order at 12:08 p.m., the Chaplain offered a prayer, and the Vice President led the Senate in reciting the Pledge of Allegiance to the Flag of the United States of America.
