This fountain pen, manufactured by William and Son of London, was accepted by a senator on behalf of the United States in 2012 as a gift from a government official of the Sultanate of Oman. It features a green enameled barrel with a decorative ribbed guilloché design set with a band of melee diamonds. The Sultan of Oman crest is engraved on the end of the pen. The white-gold cap is adorned with alternating melee square-cut emeralds and rubies at one end and a band of melee diamonds and a cabochon ruby at the other. As with all foreign gifts, its acceptance and use are governed by the Foreign Gifts and Decorations Act (5 U.S.C. § 7342).
