As one of the floor managers of the Civil Rights Act, it was Democratic Whip Hubert Humphrey's job to guide the legislation to passage in the Senate. Humphrey and his co-manager, Republican Whip Thomas Kuchel, created the Bipartisan Civil Rights Newsletter, intended to keep senators and their staffs fully informed on the civil rights debate. The demand for the newsletter became so high that Humphrey requested that back issues be printed in the Congressional Record.
