On April 1, 1964, Senators Kenneth Keating (R-NY) and Sam Ervin (D-NC) engaged in a colloquy, or a pro and con exchange, on the Civil Rights Act before the Senate--one of many such exchanges that occurred throughout the long debate. Senator Keating was an avid supporter of the bill while Senator Ervin opposed the legislation on constitutional grounds.
