The constant presence of suffragists at the Capitol irritated lawmakers. Senators complained when suffragists blocked doorways of the Senate Office Building. Alice Paul explained that the obstruction would continue as long as men continued to block their bill. When suffragists marched down Constitution Avenue and disrupted traffic, Capitol Police seized their banners and arrested them, as seen in this October 1918 photograph.
