Mr. John W. Hickenlooper, from the State of Colorado, called the Senate to order at 11 a.m., the Chaplain offered a prayer, and Mr. Hickenlooper led the Senate in reciting the Pledge of Allegiance to the Flag of the United States of America.

H.R. 4389 (Rep. Salazar): A bill to amend the Neotropical Migratory Bird Conservation Act to make improvements to that Act, and for other purposes.

H.R. 7888 (Rep. Lee): A bill to reform the Foreign Intelligence Surveillance Act of 1978.

S.Con.Res. 33 (Sen. Ernst): A concurrent resolution authorizing the use of the rotunda of the Capitol for the lying in honor of the remains of Ralph Puckett, Jr., the last surviving Medal of Honor recipient for acts performed during the Korean conflict.
