The President pro tempore called the Senate to order at 10 a .m., Pastor Gloria Chaney-Robinson, Senior Pastor at Shiloh Baptist Church in Scranton, Pennsylvania offered a prayer, and Mr. Leahy led the Senate in reciting the Pledge of Allegiance to the Flag of the United States of America.
