Mr. Patrick J. Toomey, from the Commonwealth of Pennsylvania, called the Senate to order at 10:30 a.m., the Chaplain offered a prayer, and Mr. Toomey led the Senate in reciting the Pledge of Allegiance to the Flag of the United States of America.
