What is Senate Communicating with Congress?

Senate Communicating with Congress (SCWC) is a service provided by the United States Senate to assist Senate offices in processing third-party advocacy organization or vendor (Delivery Agent) email communications sent on behalf of citizens.

About the Service

Delivery Agents send messages to Senate office Constituent Service Systems (CSS) in a standardized format with mandatory and optional fields through our single-entry point API, the Senate Office Advocacy Portal Box (SOAPBox).

Applying for Access to SCWC

Delivery Agents that are able to meet the Senate’s high-volume message-sending infrastructure and message-format requirements can apply for access to the service here.
