1.President Ford vetoed five bills during the October 17 to November 18, 1974 adjournment period. These bills were H.R.6624, H.R.7768, H.R.11541, and H.R.14225. These bills were returned to the Clerk of the House with a message claiming that they had been pocked vetoed. Depsite the pocket veto claim, Congress considered them to be regular vetoes and they are listed here and in accompanying tables as such. The veto of H.R.14225 was overriddden by both chambers, but the Administration failed to promulgate it as law. Senator Edward Kennedy amended a pending pocket veto claim to included H.R.14225. The court held in Kennedy v. Jones (412 F.Supp.353 (D.D.C.1976)) that pocket vetoes could not be used except after adjournment sine die unless Congress failed to appoint individuals to receive messages. This decision reaffirmed Kennedy v. Sampson. The provisions of H.R.14225 were identical to H.R.17503 which became Public Law 93-516 (88 Stat.1617). Therefore, H.R. 14225 was not assigned a public law number.
